The 12th annual juvenile picnic of the independent Order of Oddfellows was held at Long Gully on Tuesday. Over 500 juveniles, parents, and others journeyed to this popular resort by special train from Adelaide and spent a happy day. Representatives were present from the metropolitan lodges, and also the Grand Master (Mr. I. H. Qurban) and members of his executive. The committee was congratulated upon the success of the gathering, and the able manner in which the arrangements were carried out. Special reference was made to the work of the chairman (Mr. A. J. Graham), the hon. secretary (Mr. H. O. Richards), the assistant hon. secretary (Mr. M. T. Dale), and the ladies. Amusements were provided for the young- folk, and a programme of sports was carried out. The following were the prize-winners:-100 yards Handicap -Cooke, Gates, Edmonds. ALD. QURBAN REPLIES.
Sir--Any person who has not the courage to sign his name to his letter deserves to be ignored and letters containing vindictiveness and personal abuse, such as J. A. V. Brown, Jun., I treat likewise, for I do not indulge in personalities. The council chamber is the, only place for conducting municipal affairs, and the town clerk's office is the place to seek information where ratepayers can get any information available. As to my action as a councillor and alderman I shall give an account of my stewardship at the ratepayers' meeting. Section 364 of the Municipal Act reads:- (1) Before the poll is taken the town clerk shall prepare a tentative assessment of all rateable property in the municipality, showing as far as practicable how such property will be assessed on the said division coming into operation and also the rate, which will then be payable by each assessed property, on the assumption that the total rate to be declared will be equal to in amount to the total rates for the year in which the poll is taken. (2) The tentative assessment as well as the actual assessment for the year shall be open for the inspection of any person interested for at least twenty-one days before the taking of the poll, and other sections dealing with assessment, rates and elections and balance sheets. It is clear that the financial year starts December 1, election, first Saturday in December
Asessment becomes operative after court of appeal; declaration of rates is made by the new council after adopting the balance sheet of the previous year. Now, Mr. Ex-Councillor, how can the town clerk prepare a tentative assessment in compliance with Section 364 before the rates are declared for the same year? As to the wrong doing of other councils is no business of mine, and as to personal remarks of Ex-Councillor, when he attaches his signature to his letter I am prepared to correct his misrepresentations. -I am ,&c., I. Ald. Qurban Retires From Brighton Council
The resignation of Ald. I. H. Qurban, to take effect on Saturday, will create an extraordinary vacancy in the Brighton Council. The town clerk (Mr. A. H Sanders) said today that nominations would be called for the office probably next week. Ald. Qurban, who has served also as mayor and councillor, was returned as alderman in December, 1932, and normally would have retired on the first Saturday in July next year. He will be returning officer for the municipal elections at Brighton on Saturday.
