THE ACCOUNTANCY QUESTION.
An offer was received from Mr. Norman Ryder to perform the following duties : -
(1) Once a month to supervise the books of accounts, and ascertain - if same have been written up to date, if they have been balanced, if entries have been correctly made, if expenditure is in accordance with Municipal Corporation Act, inspect Budget statement, inspect list of accounts to be passed for payment.
(2) Once in six months to supervise preparation of financial statements of the Council, Health Board Electric Light Department, and Sanitary Department.
(3) Once in twelve months to supervise preparation of financial statements of the Water Board and Cemetery Board.
(4) To advise generally on matters of accounts. Mr. Thomas remarked that Mr. Ryder, who was a properly qualified chartered accountant, was preparer (for the sum of 36 guineas per annum payable monthly) to undertake the duties enumerated above. It would be quite safe in his (the Mayor's opinion for the Council to engage the services of an accountant at a salary of £4 10s per week, seeing that Mr. Ryder was willing to undertake the supervision of the accounts. On the motion of Cr Ford, seconded by Cr Rodwell, all reports were referred to the Finance Committee for early consideration. In reply to a question from Cr Knight regarding the office staff Mr. Thomas stated that it was all right for the time being, Mr Harald Birch having consented to take Mr. Summers's place in the Electric Light Department.
