Mayor of Clare to Retire from Mayoralty
TO TAKE EFFECT IN JUNE.
AFTER a strenuous period of four years as Mayor of the Town of Clare, Mr. Gordon Bails has decided to retire.
There can be no doubt he has held office during the most strenuous years since the founding of the Corporation in 1868, and he, with the Mayoress. (Mrs. Bails) have accomplished much and maintained the best traditions of their respective offices.
The responsibilities are onerous, and much time and thought has been expended in carrying out their duties.Therefore, the occasion can not be allowed to pass without expressing appreciation for the way they have fulfilled their tasks, with credit to themselves and the town.
Here is Mr. Bails report made to the Town Council on Monday night :--
Mayor's Report, Corporation of the Town of Clare. Council meeting held on 19th. March, 1945. I wish to announce to the Council that it is not my intention to nominate for a further term as Mayor of the town at the expiration of my present term of office. The announcement is made at this somewhat early date in order to give you and the ratepayers ample time to look around for a suitable candidate for the office, which from now on will be one of increasing responsibility in that a great deal of the planning we have been talking about will have to be applied in a practical manner if this town is to progress.
With a view to helping in this direction it is my intenton to produce before the date of my retirement a comprehensive plan based on my experience and knowledge of this Town's potential resources and requirements, such plan to cover urgent works and improvements as immediate objectives and also extending to the examination and in vestigation of other proposals for the development and progress of Clare, which undoubtedly should be the most attractive residential spot North of Adelaide in this State.
For this purpose I shall welcome suggestions from any ratepayer and will appreciate the practical assistance of this Council and the cooper ation of the District Council.
Some towns in South Australia have made a start in the direction I have indicated, and I suggest for this Council's consideration a proposal that we should arrange a visit at the earliest possible date to Nuriootpa, where I believe we could gain quite a lot of information which would be of assistance. It might also be possible to visit Strathalbyn with the same object in view. I will also personally investigate and report upon the community schemes in operation or in course of introduction at the River Town of Berri and Renmark and will be pleased to have the company of any of the Councillors who can manage the trip.
I would also like to invite representation from the District Council of Clare on these proposed trips as the progress of the town is as much a concern of the District as it is of the town itself.
We as a Council in order to do an effective job for the Town in the period ahead, must get out and enlarge our outlook and experience in Local Government and Community matters and not only by seeing and talking of plans for the future, but by serious investigations of ways and means of carrying them out in a really practical and effective pro gramme.
There should also be no further delay in consideration of the erection of an appropriate Roll of Honor to our Service personnel, and I suggest that a Sub-Committee be appointed to go into the matter and report bacft to the Council.
I have received several messages from Mr. A. E. Smith, M.H.R., recording the invitation extended to Dr. Lloyd Ross to visit Clare, and the tentative date of Tuesday, the 10th April, 1945, has been mentioned. This will mean coming to some arrangement with the Community Singing Group.
A largely attended meeting held in the Mayor's Parlor on Wednesday, the 14th instant, decided to form a branch at Clare of the Sailors' Soldiers' & Airmens' Fathers' Association of S.A.
